Being he is my first setter , I am not sure if his tail is suppose to be like this.
It feels like it is ribbed. kind of like those wooden snakes that wou wiggle and his hair on it is filling in like it is twirled around it. If the kids hadn't taken the batteries  out of my camera I would show you. I have searched every picture I could find of setters to see if I could get a close up of the tail but aside from the older ones that already had the feathered tail I couldn't find any.

Thank you both, I still have a weird feeling that the woman we bought this dog from was pulling some scam so I am a little paranoid. He has papers but I think that she was doing something sneaky hubby says I am delusional lol.

I have never owned a setter, but i have met several that have that same thing. older dogs have it too, but you can't really feel it because of the hair. MANY sighthounds have it. all i think it is is the bones in his tail. he may have a skinny tail! lol...that sounds funny!
