Can't change my Avatar!!!

I keep getting an error message. At first I thought maybe the picture was too big, but now it wont let me upload ANY pictures and its driving me nuts! I've been trying to do this off and on for like 3 days now...HELP!

Thanks guys! The picture is in jpg format, so I don't know why it isn't working

It is under 600kb, but still not working. I have tried various different pictures and none of them work. UGH!!! HELP!!!!
