Peeing in the house!

I have a loving yet spiteful 7yr old Rottie. This is not a new issue but one I've tried to handle on my own. No luck!
My dog pees in the house whenever he is upset with me. No matter if we've just come in from a walk like last night for example. We came in from a walk and I had to turn around and run out. I was gone for less than 15mins and he pee'd on the floor. This happens all the time and I can't take it anymore. What can I do?

Is it possible that he may have a urinary track infection UTI?

Is he leaving a puddle on the floor or is he marking things by lifting his leg up?

Maybe he's become incontinent?  I got two female Dobermans (who'll be nine next month).  Claire has been incontinent almost since she was spayed at six months old - and Grace started at about two years old.  I've read where this can be common in female Dobermans ( although I've never met anyone who's had such an issue.) 

They sit and sleep on waterproof bed pads (purchased for $10 from Carol Wright magazine.)
