Bullmastiff going to the bathroom in the house

I am posting this for my sister. SHe has a 4 year old Bullmastiff. She has had him since he was a young puppy. He is a very sweet boy. Not neutered. Her problem is that he poops and pees everynight right next to his food bowl. He has always gone to the bathroom on the floor since he was young. The can't break him of this. There have been long periods (6 months) when he has not gone but then he starts again. It has been in the kitchen, the baby's room and in their bathroom. They let the dog sleep in the room with them. Once they get over it, the tie him up to the bed at night and he can't go anywhere. Any suggestions. He is healthy with no problems.

Could he be stressing while he eats? Alot of action around? Maybe feed him outside if possible?
